Tom Bowen is available for Wales U20s with immediate effect after World Rugby ruled that his red-card sending off against Georgia was sufficient punishment.
The Cardiff back was dismissed in Wales’ opening World Rugby Junior World Championship match on 27 June after receiving two yellow cards during the one-point win over the hosts in Tbilisi.
World Rugby confirmed that the independent Foul Play Review Committee, chaired by Marcello d’Oray and completed by Olly Kohn and Vicky Irwin, decided the sending off alone was enough. The committee noted that one of the yellow cards was for a technical offence, with Bowen accepting the sanction.

The decision is a significant selection break for Richard Whiffin. Wales escaped Georgia 25-24 despite finishing under severe pressure, and losing Bowen for the next pool match would have cut into one of the side’s most dangerous wide threats.
