Robinson Law Change Gives Community Rugby A Clear July 1 Welfare Line

World Rugby’s lower community tackle-height law takes effect from July 1, turning a two-year safety trial into a formal welfare line for the grassroots game.

The global governing body has confirmed that unions can now set the legal tackle height at either the waist or the base of the sternum for community seasons beginning after July 1. The change follows trials across 10 national unions, with more than 150,000 tackles studied before World Rugby Council moved the measure into full law.

For clubs, referees and coaches, the immediate task is clarity. The law is designed to reduce upright tackles, the collision profile most closely associated with avoidable head contact, while still allowing unions to adapt secondary areas through Game On community variations.

Why Robinson’s Approval Matters Now

World Rugby chair Brett Robinson framed the decision as an evidence-led welfare move, not a cosmetic law tweak. The governing body says the trials showed lower tackle heights reduced the likelihood of upright tackles, giving community rugby a more enforceable safety standard before the new season cycle begins.

The July 1 package also confirms several other law changes, including the scrum brake foot, tighter restrictions on water carriers, formal recognition of the TMO within the officiating team and the option for elite competitions to use 20-minute red cards.
